AP 475 - Role of the Superintendent of Human Resource Services
The Superintendent of Human Resource Services reports directly to the Deputy Director of Education.

The Superintendent of Human Resource Services is assigned the following specific areas of responsibility:

1.     Educational Leadership

Role Expectations:

RE 1.1     Ensures students in the Division have the opportunity to meet the standards of education set by the Minister.

RE 1.2     Ensures accurate, regular and effective evaluation of students.

RE 1.3     Provides exemplary supervisory oversight of assigned personnel.

RE 1.4     Oversees home School students' administration.

Quality Indicators relative to educational leadership:

QI 1.1     The Superintendent of Human Resource Services identifies trends and issues based on data related to student achievement to inform the setting of yearly priorities and outcomes.

2.     Fiscal Responsibility

Role Expectations:

RE 2.1     Supports the Deputy Director of Education in ensuring the Division operates in a fiscally responsible manner, in regards to Human Resources expenditures.

RE 2.2     Monitors the areas of Human Resource Services and makes recommendations to the Deputy Director of Education, regarding continuous improvements for effectiveness and efficiency.

Quality Indicators relative to fiscal responsibility:

QI 2.1     The Deputy Director of Education is informed immediately about incurred and potential liabilities and immediately regarding pending litigation.

3.     Human Resources Responsibilities

Role Expectations:

RE 3.1     Staff the Division with the best personnel available to ensure the greatest possible success for every student. 

RE 3.2     Ensures effective evaluation and supervisory processes are developed and implemented to provide for growth and accountability.

Quality Indicators relative to Human Resources responsibilities:

QI 3.1     High quality recruitment, selection, induction, staff development (including Collaboration Days), disciplinary, evaluation and supervisor processes are developed and effectively implemented.

QI 3.2     The Superintendent of Human Resource Services models a commitment to personal and professional growth.

QI 3.3     High standards of instruction and professional improvement are fostered.

QI 3.4     Effective development of administrators is provided.

QI 3.5     The Superintendent of Human Resource Services models high ethical standards of conduct.

QI 3.6     Board personnel policies are followed.

QI 3.7     Administer intern teacher placements in a manner which ensures high quality supervision and attracts high quality teacher candidates with due regard for preserving instructional time.

4.     Board Policy and Administrative Procedures

Role Expectations:

RE 4.1     Make recommendations within areas of assigned responsibility, to the Deputy Director of Education, to ensure related Administrative Procedures are kept current and are in compliance as they relate to the Director's responsibilities as outlined in Board Policy.

Quality Indicators relative to policy role:

QI 4.1     Recommendations of required revisions are made in a timely manner with due regard for legislation, contracts and Board Policy within areas of responsibility.

QI 4.2     Ensures compliance with Administrative Procedures as required in the performance of duties.

5.     Superintendent of Human Resource Services /Deputy Director of Education Relations

Role Expectations:

RE 5.1     Establishes and maintains positive professional working relations with the Deputy Director of Education.

RE 5.2     Honours and facilitates the implementation of the Deputy Director of Education's roles and responsibilities as defined in Administrative Procedure 471.

RE 5.3     Provides the information which the Deputy Director requires to perform his role.

Quality Indicators relative to Superintendent/Deputy Director Relations:

QI 5.1     Proposed submissions to Board agendas are made in a timely comprehensive manner and in accordance with the prescribed format.  Such submissions shall contain balanced, sufficient, concise information and clear recommendations.  Such proposed submissions shall be made to the Deputy Director of Education as requested.

QI 5.2     The Superintendent of Human Resource Services keeps the Deputy Director of Education informed about Division operations within areas of responsibility.

QI 5.3     The Superintendent of Human Resource Services interacts with the Deputy Director of Education in an open, honest, pro-active and professional manner.

QI 5.4     The Superintendent of Human Resource Services implements Deputy Director of Education directions with integrity in a timely fashion, in order for the Deputy Director to perform his duties in an exemplary fashion.

6.     Organizational Management

Role Expectations:

RE 6.1     Ensures compliance with all legislative and contractual requirements. 

Quality Indicators relative to organizational management:

QI 6.1  Acts in accord with Board Policy, Administrative Procedures and contractual requirements.

7.     Communications and Community Relations

Role Expectations:

RE 7.1     Takes appropriate actions to ensure positive external and internal communications are developed and maintained.

Quality Indicators relative to communications and community relations:

QI 7.1     Represents the Division in a positive, professional manner.

QI 7.2     Manages conflict effectively.

8.       Student Well-Being

Role Expectations:

RE 8.1     Provides support to ensure the safety and welfare of students.

Quality Indicators relative to student well-being:

QI 8.1     Ensures that student safety takes pre-eminence in all human resources decisions and actions.

9.     Leadership Practices

Role Expectations:

RE 9.1     Practices leadership in a manner that is viewed positively and has the support of those with whom he works most directly in carrying out assigned duties.

RE 9.2     Develop performance metrics for the purpose of monitoring and evaluating operational performance areas of assigned responsibility.

Quality Indicators relative to leadership practices:

QI 9.1     Provides clear direction.

QI 9.2     Provides effective educational leadership.

QI 9.3     Establishes and maintains positive, professional working relationships with staff.

QI 9.4     Unites people toward achieving the Board's goals.

QI 9.5     Demonstrates a high commitment to the needs of students.

QI 9.6     I trust the Superintendent of Human Resource Services.

QI 9.7     Empowers others.

QI 9.8     Effectively solves problems.

QI 9.9     Continuously reviews and improves practice based on performance data.

Note: Direct reports and a representative sample of principals will be interviewed.

Interviews will be conducted using the questions outlined below. The interviews will be individual phone interviews with verbatim comments and a summary report provided to the Director of Education, Deputy Director of Education and the Superintendent of Human Resource Services.
