AP 471 - Role of the Deputy Director of Education

The Deputy Director of Education reports to the Director of Education and serves in place of the Director in the Directors absence, as assigned.

The Deputy Director of Education is assigned the following specific areas of responsibility:

1. Educational Leadership

Role Expectations:

RE 1.1 Ensures students in the Division have the opportunity to meet the standards of education set by the Minister.

RE 1.2 Ensures accurate, regular and effective evaluation of students.

RE 1.3 Provides exemplary supervisory oversight for Human Resources, Distance Education, Home-Based Education and Driver’s Education.

Quality Indicators relative to educational leadership:

QI 1.1 The Deputy Director identifies trends and issues based on data related to student achievement to inform the setting of yearly priorities and outcomes.

QI 1.2 The Deputy Director ensures the Division’s academic results are prepared for publication.

2. Fiscal Responsibility

Role Expectations:

RE 2.1 Ensures the Division operates in a fiscally responsible manner, in areas of assigned responsibility.

RE 1.3 Monitors the areas of Human Resources and Distance Education and makes recommendations to the Director of Education, regarding continuous improvements for effectiveness and efficiency.

Quality Indicators relative to fiscal responsibility:

QI 2.1 All collective agreements and employment contracts are being developed, administered and interpreted within legal guidelines and Division standards as set by the Director.

QI 2.2 The Director is informed about incurred and potential liabilities and informed immediately regarding pending litigation.

QI 2.3 Monitors and reviews expenditures on an annual basis to ensure continuous improvement in terms of value for money in assigned areas of responsibility.

3. Human Resources Responsibilities

Role Expectations:

RE 3.1 Staff the Division with the best personnel available to ensure the greatest possible success for every student.

RE 3.2 Ensures effective evaluation and supervisory processes are developed and implemented to provide for growth and accountability

Quality Indicators relative to Human Resources responsibilities:

QI 3.1 Quality recruitment, selection, induction, staff development (including Collaboration Days), disciplinary, evaluation and supervisor processes are developed and effectively implemented.

QI 3.2 The Deputy Director models a commitment to personal and professional growth.

QI 3.3 High standards of instruction and professional improvement are fostered. QI 3.4 Effective development of administrators is provided.

QI 3.5 The Deputy Director of Education models high ethical standards of conduct. QI 3.6 Board personnel policies are followed.

QI 3.7 Ensures the accountability for reporting all professional development activities for the division.

4. Board Policy and Administrative Procedures

Role Expectations:

RE 4.1 Make recommendations within areas of assigned responsibility, to the Director of Education, to ensure related Administrative Procedures are kept current and are in compliance as they relate to the Director’s responsibilities as outlined in Board Policy.

Quality Indicators relative to Board Policy and Administrative Procedures role:

QI 4.1 Recommendations of required revisions are made to the Director in a timely manner with due regard for legislation, contracts and Board Policy within areas of responsibility.

QI 4.2 Ensures compliance with Administrative Procedures as required in the performance of duties.

5. Deputy Director of Education/Director Relations

Role Expectations:

RE 5.1 Establishes and maintains positive professional working relations with the Director.

RE 5.2 Honours and facilitates the implementation of the Director’s roles and responsibilities as defined in Board Policy.

RE 5.3 Provides the information which the Director requires to perform his role.

Quality Indicators relative to Deputy Director of Education/Director relations:

QI 5.1 Submissions to Board agendas are made in a timely comprehensive manner and in accordance with the prescribed format. Such submissions shall contain balanced, sufficient, concise information and, where appropriate, clear recommendations.

QI 5.2 The Deputy Director of Education keeps the Director informed about Division operations within areas of responsibility.

QI 5.3 The Deputy Director of Education interacts with the Director in an open, honest, pro-active and professional manner.

QI 5.4 The Deputy Director of Education implements CEO directions with integrity in a timely fashion, in order for the Director to perform his duties in an exemplary fashion.

6. Organizational Management

Role Expectations:

RE 6.1 Ensures compliance with all legislative and contractual requirements. Quality Indicators relative to organizational management:

7. Communications and Community Relations

Role Expectations:

RE 7.1 Takes appropriate actions to ensure positive external and internal communications are developed and maintained in accordance with Division strategy and expectations.
Quality Indicators relative to communications and community relations: QI 7.1 Represents the Division in a positive, professional manner. QI 7.2 Manages conflict effectively.

QI 7.3 Ensures SCCs are provided with the support required by legislation, ministerial mandates and administrative procedures.

8. Student Well-Being

Role Expectations:

RE 8.1 Provides support to ensure the safety and welfare of students.

Quality Indicators relative to student well-being:

QI 8.1 Ensures that student safety takes pre-eminence in all human resources decisions and actions.

9. Leadership Practices

Role Expectations:

RE 9.1 Practices leadership in a manner that is viewed positively and has the support of those with whom he works most directly in carrying out assigned duties.

RE 9.2 Develop performance metrics for the purpose of monitoring and evaluating operational performance in areas of assigned responsibility.

Quality Indicators relative to leadership practices:

QI 9.1 Provides clear direction.

QI 9.2 Provides effective educational leadership.

QI 9.3 Establishes and maintains positive, professional working relationships with staff.

QI 9.4 Unites people toward achieving the Board’s goals.

QI 9.8 Effectively solves problems.

QI 9.9 Continuously reviews and improves practice based on performance data.

Note: Direct reports and a representative sample of principals will be interviewed. Interviews will be conducted using the questions outlined below. The interviews will be
individual phone interviews with verbatim comments and a summary report provided to the Director and Deputy Director of Education.
