AP 303 - Out of Division Releases

Background

From time to time requests are received from families that reside within the Horizon School Division boundaries to attend school in a neighbouring school division, or from families outside the Horizon School Division boundaries to attend a Horizon School. It is the belief of Horizon School Division that the choice of educational opportunities is that of the parents/guardians of the children involved. However, when a family requests a release to attend school in a school division other than in which they reside, Horizon School Division will not incur any expense related to this request.

Procedures

1. When a request for a student to attend a school outside of division boundaries is received by Horizon School Division, the process that is followed is outlined below:
1.1.  A written request is to be submitted to the Director of Education by completing AF-303 Out of Division Releases.
1.2.  The family will be asked to provide information on why they are choosing to attend a school outside of the Horizon School Division boundaries.
1.3.  The location of the family‚Äôs residence will be confirmed.
1.4.  The Director of Education will notify the family of the decision.
1.5.  In addition, this information will be provided to:
1.5.1.  the principal of the affected school;
1.5.2.  the neighbouring school division; and
1.5.3.  Transportation Services.
1.6.  Horizon School Division will not provide transportation to a school outside of Horizon School Division.
1.7.  Buses from other school divisions are not allowed to pick-up students within Horizon School Division boundaries, unless authorized to do so.
2. Students residing outside of Horizon School Division boundaries wanting to attend a school within Horizon, must provide a letter of release from the school division in which they reside.
2.1.  Decisions regarding the acceptance of student(s) residing outside of Horizon School Division boundaries will be made taking into consideration:
    • Ability to provide the required programming and services
    • Reason for the request
    • Transportation services
    • Space in the receiving classroom including class size

2.2.  Horizon School Division will not incur any expense related to students attending a school that is located outside the boundary in which they reside.
